The purpose of study - to determine the most appropriate structure and organization of the electricity market of Ukraine based on analysis of various models of regulation of the electricity market, national and international experience in their implementation and operation, assessment of efficiency of the implementation of specific models in Ukrainian conditions, taking into account the specifics of Ukrainian energy sector and the possibility of combining the Ukrainian energy system with the energy system of the European countries. The theoretical basis and methods for assessing the comparative effectiveness of the implementation and operation of electricity markets based on various models of regulation is first developed. The fact that the transition to a liberalized market models is ineffective due to the inability to ensure the balanced development of generating capacities of Unified Power System (UPS) and economically unjustified increasing in electricity prices which is mathematically proved. So in Ukraine, in conditions of the current regulatory model for electricity consumers, overpayment is 300 - 500 million USD, and in conditions of implementing a model of bilateral agreements and the balancing market this overpayment will increase to 1-1.5 billion USD, what confirmed inadvisability of further liberalization of the electricity market of the country. The new model for the organization of the electricity market based on the mechanism "to guarantee investment in power" and "economically feasible minimization of electricity prices for consumers," is proposed, the organizational and functional structure of the management and the list of measures for implementation of this model is developed. The results will be used in the NNEGC "Energoatom" for developing proposals regarding mechanisms of regulating the electricity market, as stated in the appropriate letter.
