The purpose of study - to determine the most appropriate measures and minimum extent of necessary technical solutions designed to meet standards for emissions of pollutants harmonized with the European standards and to provide economically viable minimization of greenhouse gases emissions in the UPS of Ukraine taking into account the possibility of the implementation of various regulatory mechanisms in post-Kyoto period, based on international agreements, which is a obligatory condition for collaboration of the union of UPS of Ukraine and power systems of European countries. Methods of research - systems research of large-scale power systems based on the usage of optimization, simulation and computational models, the regulatory framework of Ukraine and the EU, the prospects of scientific and technological progress in the UPS of Ukraine, in particular, in technologies for reducing emissions of pollutants and greenhouse gases. The methodical basis, mathematical models and software and information management for assessing the effectiveness and identifying necessary volume of implementation of technical measures for satisfying the harmonized standards of pollutant emissions into the atmosphere of the UPS of Ukraine and providing an acceptable level of greenhouse gas emissions are developed in this study. The inability to meet the requirements of standards for pollutant emissions into the atmosphere as required by the EU to January 1, 2018, due to temporary, technical and investment restrictions is justified. It is proved that the national interests are more consistent with the scenario of thermal generation, which assume implementation of low-cost renovation of existing coal plants, reduction of pollutant emissions into the atmosphere according to EU rules on oil-gas thermal power plants, introduction of pilot projects for the complex reconstruction of coal plants and construction of new facilities at existing sites by 2020.. The immediately start of negotiations with the partners in the Energy Community concerning prolongation of the Directive 2001/80/EU up to 1 January 2030 is recommended. The actuality of problem of greenhouse gas emissions regulation in thermal energy, which does not receive the appropriate attention, is defined. The results of research on the subject have been used in the State Environmental Investment Agency of Ukraine for justifying the position of the Ukrainian delegation on the Eighteenth session of the Conference of the Parties to the UNFCCC and the Eighth Meeting of the Parties to the Kyoto Protocol (the Act of using the results of research and development).
