Purpose of the study - to develop methodologies for evaluating the effectiveness of tax incentives in Ukraine, as well as identifying patterns of its application considering cyclical development of the economy of Ukraine. Results and novelty: first: was proposed the method of evaluating the effectiveness of tax incentives in Ukraine through the application of SVAR-approach which allowed to obtain more accurate results; improved: a theoretical approach to determining the economic category of "tax benefit"; method of identifying discretionary component of fiscal policy and the characterization of its cyclicity; received further development: the argument on the need for the introduction of the concept of tax expenditures in the fiscal policy of Ukraine; approach to determining the trend of Ukraine's economy development, the paper shows that the trend has stochastic properties; theoretical views on the validity of various macroeconomic concepts to stimulate economic growth in Ukraine.
