The purpose of work is a realization of scientific and technical support, international coordination and scientific and technical examination of the "Lybid' communication satellite. On the order of Ukraine the Canadian MDA company makes telecommunication satellite for Ukraine networks. The satellite which will be located on a geostationary orbit in position of 48°E and will consist 30 telecommunication transponders for retransmitting DVB -S, DVB - S2, DVB - RCS signals to three areas of service : Central europe, Western Africa and Asia in Ku frequency band. This estimation of perspectives of frequency-orbital resources coordination for position 38.2°СД and in position 48°СД are given. Basic technical chracteristics of on board transponder needed for satellite networks were simulated . Certain basic disadvantages of the satellite were detected. Proposed calculation methods of VSAT networks for the receiption of maximal traffic in the network taking into account the structural features of "Lybid' on board transponders. Optimal configurations of VSAT networks and satellite broadcasting networks via "Lybid'".
