For nucleus 23Na, 25Mg, 27Al, 41K, 51V, 59Co, 55Mn, 63Cu, 65Cu, 93Nb for the first time we received formula for the state mixing amplitude which is defined by distance between levels and energy of a guadruple phonon. It isshown that the accourt of state mixing in the way functions of the multiplet components leads to the substantial reduction of differential cross section of direct component of the inelastic scattering of nucleons by odd nucleus. This provides better agreement of calculated cross section with experimental. Method of determination of the average resonance parameters of paired nuclei from theoretical analysis of the differential cross section of neutron elastic scattering of low energies was developed. Complete set of the average nuclei resonance parameters in the range of mass numbers A = 48-145 ware defined.
