Creation the quasi-inertial celestial reference system in the optical and near infrared ranges by determining the positions and absolute proper motions of more than three hundred million stars from 10 to 22 magnitude and determine the possible residual rotation system HIPPARCOS/Tycho-2 relatively to the created reference system and receiving the optical coordinates of the Solar system bodies, comets, determine their photometric parameters, the conditions of occultations and eclipses and the kinematic patterns of the Galaxy are the goal of the research.The analysis of modern catalogs, the positional and photometric observations of stars, Solar system bodies, comets, eclipses and occultations, the processing of observational data, generalization and comparative analysis of data, the methods of photographic and CCD astrometry, mathematical apparatus of least-squares method, of filtering data, of theory probability and statistics are the research method. A database of modern astrometric catalogues was created. A first version of the catalog of absolute proper motions of about 280 million stars, covering all the sky without gaps was created and its initial analysis was conducted. A second version of the catalog (314 millions stars) building on the new procedures for cross-identification was created. This appreciably influenced on the quality of absolutization and several changed the number stars in the catalog. This version does not contain gaps near the galactic equator. The comparison of the received XPM reference frame with almost all directories that distributed the HCRF-system in the faint range of magnitudes, particularly with catalogs Тycho-2, UCAC-2, UCAC-3, PPMXL, SPM-4. It is shown that the reference system HCRF has rotation relative to extragalactic sources. The component of the rotation around the Z axis of equatorial coordinate system is approximately -2 mas/year. Based on the model Ogorodnikov-Milne the kinematic parameters of the Galaxy are obtained with use of proper motions of the XPM stars and stars of the HCRF catalogs and their comparative analysis was conducted.
