On the basis of the data obtained as result of comparison of synchronous stereophotographic and radar-tracking observations, boundaries of applicability of the up-to-date radar-tracking dispersion models on the sea surface are defined and the path for their expansion is offered. On an oceanographic platform of Experimental Branch MHI NAC of Ukraine the natural experiment devoted to studying of mechanisms of Doppler spectrums formation of radar-tracking signals, dispersed by the sea surface is made. The array of the video data is saved up, allowing to define the influence of wind waves collapses on back-scattering of radio-waves of various ranges. In cooperation with the UNESCO Black Sea Commission of and the Swedish institute of meteorology and hydrology in МHI the new modern tool aimed at protection of Black sea from pollutions - system BlackSeaTrack Web (BSTW), shown good results for real emergencies situations, is created. The system receives forecasted fields of sea currents, wind and other parameters from the Black Sea centre of monitoring and the forecast (Black Sea MFC), located in MHI, considers the physical processes influencing overflow of oil, provides operative access to the current forecast, gives possibility of the forecast of transport of floating objects and inverse on time calculation. Developed system BSTW is introduced into pre-production operation on servers MHI and the Black Sea Commission and implanted for functioning in the test mode at the Ukraine State enterprise of sea telecommunications "МОRCОM" of the Ministry of transport and communication of Ukraine. The procedure for calculation of storm wind in Black sea coastal regions on the basis of mesoscale model WRF-ARW of version 3.3 is fulfilled. As input data the GDAS array and sea surface temperature satellite data RTG-SST-HR array was applied. Comparison of results of calculations with use different sea surface temperature data is made. With the aim of development of observations system in Black sea with use of passing vessels and complex measurement systems of "Ferry-Box" type the measurements structure and composition, the organization of data accumulation and transmission on sea ferry lines are defined. Works on building of measurement canals of sea water temperature and electroconductivity, the dissolved oxygen concentration, photosynthetically active solar radiation, turbidity and fluorescence are continued. The dynamic and thermohaline water structure characteristics along three sea ferry lines: Ilyichevsk - Derindzhe, Ilyichevsk - Samsun and Skadovsk - Zonguldak are generalized according to drifting buoys and satellite altimetry.
