Purpose - to develop scientific concepts, guidelines, principles and eco-economic model for effective functioning of the municipal rain sewer, development of regulatory documents for the introduction of modern organizational and economic development and the retention of rain water in the activities of one of the urban regional centers. The method of research - a survey of the actual state of the system rain water in a single city and then comparing the actual performance of this state with a modern legislative and regulatory and technical environmental requirements, economic needs and opportunities; environmental regulation to ensure the ecological safety of the rain sewer, organizational and economic regulation in of common complex engineering system. Laid the conceptual, legal, informational, organizational and economic base for the conversion of municipal rain sewer Ukrainian cities for paid subscriber relationships with users sanitation: - To develop the concept, principles, framework and model for effective environmental and economic functioning of the municipal rain water sewage systems; - A pilot project for the introduction of modern organizational and economic development and the retention of rain water in the activities of one of the urban regional centers. Studied the actual operating conditions of urban municipal rain sewers and certain characteristics of water use and performance of environmental and economic efficiency of rain water the regional centers of the North-Eastern region of Ukraine for example, a critical regional center of Chernigov. In the following studies: - Examined and analyzed the actual state of the municipal rain water sewage systems on the example of Chernigov and then comparing its performance to the applicable legal and regulatory requirements and environmental specifications of modern economic realities and opportunities; - The ecological regulation by determining the maximum allowable discharge of pollutants from water precipitation to ensure environmental safety of water bodies; - Identified in environmental and economic responsibility of local watersheds for water pollution; - Regulations designed to drain rain water surface municipal wastewater for all businesses Chernigov; - A mechanism of organizational and economic regulation in the public domain such a complex engineering system as a Communal rainwater drainage of the regional center; - Established method of calculating fees communal rain water and charges for violation of the Rules receive her waste water; - The package of regulatory documents for the implementation of subscriber relationships in the use of municipal rain sewer Chernigov with common characteristics and is suitable for replication in other cities of Ukraine; - Worked out a procedure introducing regulatory impact analysis of subscriber usage of city municipal rain sewer system.
