The subjects of the research are theoretical and methodological principles, regulatory basis and organizational principles of formation, features of the development and functioning of the Ministry of Interior in times of Ukrainian Republic and the Ukrainian State. The purpose of work is to reveal and summarize the historical context of the experience of the Ministry of Internal Affairs of Ukraine on the basis of the comprehensive analysis of the scientific literature, published and archival documents; to highlight the features of an organization, leadership and personnel work, as well as to determine the location, purposes and basic directions, forms and methods of the Ministry of Internal Affairs activities in the 1917-2020's. The purpose of the Phase I of the research is to study on the basis of a comprehensive and objective analysis various sources and archival materials, to explore thoroughly the history of an origin, stages of formation and functioning of the Ministry of Internal Affairs in the times of the UPR Directorate and the Ukrainian State; to highlight specific features of each period of the formation of Ukrainian statehood, reflecting not only the internal aspects of the enforcement agency, as well as various aspects of social, political, economic and spiritual life of Ukraine in the 1917-1920's.
