The methodology for the formation of innovative data, search and analysis of the obtained information about the situation in scientific and technical potential of the region was also developed. The identification and monitoring of the subjects of scientific and technical activity including the usage of corporative data base such as "Scientific and technical achievements" and "Enterprises of Ukraine: addresses and range of products and services" were carried out. The information data was formed which includes scientific and technical potential (data base of scientific establishments, results of scientists' activity, main trends in scientific activity, scientific developments, problems etc). The analysis of the transfer sphere of technologies was made and the mechanism of effective technology transfer assistance was formed. The complete reference, informational and documentary data base for the subjects of scientific, technical and innovative activity was created to be used at every stage of innovative process. The formed information resources allow studying the demand for scientific and technical elaborations, to give access to informational resources due to the introduction of cooperative principles, to increase the rate of investment attraction through the provision of the above-mentioned information to interested people. The resources also stimulate technology transfer, provide cooperation of scientific and technical potential of Kirovohrad region and promote solving scientific and technical problems of the region.
