The report presents the results of the research as regards intellectual potential measuring and state regulation issue in three directions. Firstly, it makes generalization about intellectual capital theory as actual economic knowledge branch. It afforded an opportunity to offer intellectual potential assessment algorithms and evaluate them according to the Ukrainian data. Secondly, the considered report defines EU innovation policy current tendencies relating to innovation sphere state strategies modification, new approaches toward intellectual capital reproduction and post-crisis optimization. On the basis of defined tendencies it outlines the guidelines as concerns changes in innovation policy for Ukraine. Thirdly, the report offers comprehensive set of measures regarding intellectual capital state regulation improvement in Ukraine. This set embraces three assessment systems, namely as regards market and state influence upon intellectual capital changes, innovation activity state encouragement effectiveness, intellectual property interests, and covers amendments in legislation concerning intellectual property interests.
