The purpose of study - forecasting international limits on greenhouse gas emissions in the post-Kyoto period, and studying their impact on the development of the fuel and energy complex, determining the most effective ways and measures to ensure the reduction of greenhouse gas emissions. Methods of research - a systems analysis of large-scale power systems, mathematical modeling. In this study a review of existing Ukrainian and international legislative and regulatory support connected with of restrictions on greenhouse gas emissions and regulatory mechanisms in the post-Kyoto period was executed, the condition with the greenhouse gases emissions in the branches of energy sector of Ukraine was examined. The analysis of existing approaches of Parties of UN Framework Convention on Climate Change to the formation mechanisms of regulation of greenhouse gas emissions and specifics of its usage was conducted. To assess the impact of the limits on greenhouse gas emissions on the development of the fuel and energy complex of the country the optimization model for fuel and energy complex of country is proposed. The optimality criterion in this model is minimization of the costs of services from sub-sectors of fuel and energy complex in order to satisfy the demand of the economy on fuel and energy careers taking into account the mechanisms of the Kyoto Protocol, in particular, the mechanism of joint implementation. The tools for assessing the impact of limits on greenhouse gas emissions on the development of fuel and energy complex in the post-Kyoto period, database design and software implementation were developed. Calculations of assessment of the effectiveness of the introduction of alternative technologies in fuel and energy complex were executed. Based on the results of analysis of alternative calculations, the list and priority of the necessary measures to reduce greenhouse gas emissions of in the branches of fuel and energy sector in accordance with the international obligations of Ukraine in the post-Kyoto period is determined. The results of study were used in preparation of comments and suggestions on the draft of position of the Ukrainian delegation at the Eighteenth session of the Conference of the Parties to the UNFCCC and the Eighth Meeting of the Parties to the Kyoto Protocol.
