Object of study - customs, including procedures for customs control and customs clearance; mechanisms of construction and application of risk management (risk management) in the Customs Service of Ukraine, particularly at checkpoints across the customs border of Ukraine. Purpose - development and scientific basis of proposals for the development and improvement of risk management in the direction of its application in the points during the customs control and customs clearance of goods and vehicles by moving them through the customs border of Ukraine. Relevance of research due to the fact that the unification of customs legislation of Ukraine, Customs Code, to international norms regarding simplification of customs procedures and the use of risk management system for the election form and extent of customs encourages Customs Service of Ukraine to implement and improve risk management at all stages customs control. Since 2007, the risk management system has established itself as an effective tool for decision-making during the customs control and customs clearance using customs declarations. However, the extremely important research problem is an integrated approach to the construction and application of risk management in the customs service of Ukraine in all phases of customs control, particularly at checkpoints. The report presents the results of the study, including the research of the current state of the application of risk management at checkpoints Customs Service of Ukraine, technologies customs control points in the context of the application of risk management and global experience in risk management to points, given reasonable recommendations for improvement and further development of the risk management system in the direction of application of the checkpoints, drafting and guidance, as well as suggestions for software requirements for the application of risk management at checkpoints across the customs border of Ukraine. The novelty of the study is provided based recommendations for improvement and further development of the risk management system in the context of its application in the points, namely: ? developed organizational and legal mechanism for risk management in the customs service of Ukraine, according to the current trends of customs, practical work and the requirements of the new version of the Customs Code of Ukraine; ? defined forms of risk management at all levels of management (strategic, tactical and operational); ? algorithm (model) risk assessment module ASAUR at checkpoints road traffic when moving to "green corridor"; ? generalized ways of further development and improvement of risk management in the direction of its application in checkpoints across the customs border of Ukraine. The study used in the customs service of Ukraine in preparation of the regulations of the Ministry of Finance of Ukraine on the order of analysis and risk assessment, development and implementation of measures for risk management in the preparation of the technical requirements for the development of automated analysis and risk management at checkpoints road traffic (by moving to "green corridor").
