Object of study - the process of monitoring the quality of knowledge in the training and retraining of the State Customs Service of Ukraine. Purpose - QA knowledge through computer-based testing in-service training, innovation, technology and interactive system of quality knowledge and practical oriented training, promotion of the State Customs Service of Ukraine in providing highly qualified personnel. Methods - system analysis, synthesis, simulation. The study found that the problem at the moment is the lack of a coherent system of evaluation knowledge and skills as a result of training, retraining and skills in accordance with the requirements necessary to perform work on a particular profession, position and formation evaluation system during selection of experts. Revealed the absence of developed modern testing system using knowledge capabilities departmental telecommunications network of the Unified Automated Information System SCSU, whose creation will elevate to a new level of quality and performance testing systems knowledge in all forms of training Customs Service of Ukraine. Established that the concept idea of testing using automated control system of knowledge in the training is a combination of the concept of "teaching machine" that mechanically and accurately assesses the knowledge and the concept of an artificial intelligence that simulates the logic of the teacher and thus allows to obtain not only quantitative and qualitative assessment of the level of learning. These modern trends of improvement of knowledge control and caused the relevance of research. The novelty of the work lies in the fact that for the first time in improving the skills of employees of the State Customs Service of Ukraine scientific studies perspective implement a coherent system of evaluation knowledge and skills as a result of training, retraining and skills in accordance with the requirements necessary to perform work on a specific profession and position , and develop automated test system with the ability to use knowledge of how to use web technologies and autonomous. According to the specification developed the modern system of testing using the capabilities of departmental telecommunications system SCSU, Internet technologies and autonomous software and information complex evaluation. The results of research will address the pressing scientific and methodological issues, ensuring quality and efficiency of quality control systems of knowledge and can be used by specialists of the State Customs Service of Ukraine with advanced training and retraining.
