Subject of research: socio-economic measures of family policy aimed at increasing the birth rate in Ukraine. Goal of research: study and evaluation of the impact of government policies on family and fertility families in Ukraine. Relevance of research due to the fact that there is a contradiction between the execution one of the main families functions - the birth of children and the practice of government support aimed at overcoming the demographic crisis in the country. Methods of research. To achieve this goal have been used general scientific and special techniques. In determining the basic demographic and socio-economic issues of the family were used methods of structural analysis and synthesis. Methods of induction and deduction allowed to specify and clarify categorial-conceptual device of family policy - namely, its nature, purpose, object and subject. To characterize the current demographic situation of different categories of families were used graphical and statistical and economic methods. The systems approach used to develop indicators analyzing the impact of family policy on the level of different categories of families. Using the method of analysis of documentation, expert assessments carried out to develop recommendations for new approaches to public policy and profamily ways to modernize the mechanisms for its implementation. During the research were tested several hypotheses. In particular that: - isolation and description of fertility and ditnosti families in Ukraine from 2000 to 2011 will primarily need to update the change to the state family policy aimed at stimulating the birth rate, and argues the need to modernize approaches to types of families which used in decision-making and implementation in the field of family policy; - impact analysis performed during 2000-2012 years, the state family policy measures on fertility and fecundity of families will argue shift vector paternalistic state family policy on profamily policy that focuses on promotion and development of a complete, self-contained family as a social institution; - specification of the nature, purpose, subject and object of family policy will objectively describe the prospects of modernization of family policy as an integrated and coherent system of public policy; - Analysis of the policies of other countries in the context of stimulation of fertility and family support will highlight best practices that can be used in the process of modernization of the state family policy in Ukraine. This upgrade in the long run, provide a country from the demographic and socio-economic crisis, will increase the quality of human capital of the country. Practical value due to the possibility of using materials research by public authorities in the preparation of the national family support, improvement of national legislation aimed at the development and support of the family and so on.
