To lay down strategy and the tactical receptions of realization of this approach are certain on the basis of principles of steady development of the complex physico-technological systems, that allowed to get next scientific results. It is presented in theoretical developments: 1) strategy of approach of the systems of analysis and synthesis of high-tech energy and resources saving technologies; 2) principles of synthesis of energy and resources saving FTS and ways of their realization; 3) research methodology and realization of energy and resources saving high-tech FTS. Theoretical developments are illustrated on the examples of practical application of these developments for an analysis and synthesis of high-tech energy and resources saving technologies and options in heat-power engineering and metallurgy, in particular, on the examples of analysis and synthesis of the physico-technological systems in iron-and-steel industry (oxygen-converter production) and heat-power engineering (heat-exchange systems).
