In these areas r about a half of the population of Ukraine resides. It is shown that the solution of this problem is possible within the framework of the national investment project "Open World" by means of creation in these areas of the points of collective access on the basis of public education entities. The technical and economical feasibility of this method of solving the problem was obtained.
