Application of superconducting magnetic energy storage for dynamic damping of low frequency oscillations in electric transmission line is considered. It is shown that only oscillations with period smaller than chosen smoothing time remain in transmission line and they are not dangerous for power system. The magnetic system of toroidal superconducting magnetic energy storage with optimal parameters and support structure placed inside of torus is designed. It was shown that superconducting magnets with racetrack shaped coils have optimal mass of superconducting winding.
