Methods of research are analogy, systematization, comparison, analysis, synthesis, induction, deduction, classification, generalization, comparison, mathematical, formal-logical and axiological. It had been found in the process of the research, that at the moment in Ukraine a complex situation at the labour market had been formed, which is characterized by misbalancing of requirements and propositions for cadres. A crisis of working places often meet young workers among which graduates of higher education establishments of 1-4 levels of accreditation is the most largest in terms of number of persons.
