Purpose - to develop the scientific basis for the functioning of synergetic corporate information system for projects and programs management. In the first phase of investigation a mathematical model of the synergetic CISPPM is developed. This model is based on the synergetic model of the Lorenz system. In the paper the principles of synergetic CISPPM establishment and functioning are considered. This synergetic CISPPM takes to account changing of the external parameters that affect the operation of the information system, and the dynamics of the internal processes of the system. The implementation of such information system will provide additional flexibility and adaptability of the company, improve self-organization, management transparency and quality, improve its competitiveness through advanced intelligent technologies, methodologies and knowledge of project management, continuously updated portfolio and effective management. Sketches and prototypes of desktop and web application CISPPM are developed. Their functioning is based on the appropriate synergetic model, and have no analogues in the world.
