The subject-matter of the study is theoretical, methodological and methodic insights of the principles for the formation of an adaptive system to provide energy efficiency of economic agent peformance to implement an innovative and investment model of the Ukraine economy development within the context of its transnationalization, and the basis of its efficiency evaluation and forecasting in the event of the efficient mechanisms implementation of an individual reliability of the economic safety system of the state. The methodological and theoretical basis of the study is scientific and creative understanding of the foreign and national scientists' achievements in the sphere of theory and practice of economy and national economy control, Laws of Ukraine, resolutions of the Cabinet of Ministers in the sphere of energy efficiency macroeconomic management, social and economic development forecasting, implementation of diverse policies to increase industrial production energy efficiency, multi-component system development. As part of the study the following scientific methods have been used: general scientific and special methods of phenomena and processes understanding in the energy efficiency sphere; generalization of theoretic sources, the method of economic analysis, predictive and diagnostic methods, general scientific methods of analysis and synthesis, specific methods of scientific research (classification, comparison, generalization of economic indices, visual representation of the analysis results, coefficient and indicator analysis), method of graphic presentation and methods of elementary mathematics, classical methods of mathematical analysis and mathematical statistics, rating method. The following applied methods are supposed to be used: comparative (while considering the world experience of energy efficiency encouragement); historical and logical (while studying the origin of concepts); cluster (while forecasting and evaluating energy efficiency, calculating generalized integral indices); factorial (while decreasing dimension of the used variables); correlation and regression (while verifying models). Econometric methods as well: of the least squares and differential calculus - to create linear and exponential trends; of fractal graphs - to present system hierarchy; of correlation and structural matrix construction - to prioritize; of system analysis - to investigate construction efficiency; of polynomial model construction - to determinate directions of efforts concentration and to provide a high level of energy efficiency of manufacturing and non-manufacturing sectors of the economy. Expected scientific results of the project implementation: to receive new scientific knowledge resulting in laws, conceptions, theories, new methods, etc; comparison of the expected results with the international results. - Represented provisions of energy efficiency theory based on the original integral conception of a complete cycle management to provide energy efficiency will make it possible to represent an adaptive multi-component system and to provide a real economic sector development in the context of resource shortage. - Represented four-level system of aggregate indices-indicators will be available to be implemented in the system of national settlements, and using the complexes of model solutions and functional dependence by taking into account the structure of strategic potential the accuracy of the forecast may be increased. - Methodology of innovation evaluation based on a well-grounded multidimensional M-norm as a criterion to evaluate an energy efficiency system can be used for calculating maximum energy efficiency in case of innovation technologies implementation. Well-grounded organizational and economic approaches to a qualitative evaluation of the importance of key factors impact on the energy efficiency level will make it possible to make a diagnosis of a strategic economic potential and its components. - New qualimetric tools to analyze real energy efficient and technological processes (generalized tables of criterion data; universal models of innovation implementation "Costs-Duration"; optimization of production and industrial technology modernization cycles; mathematical, graphic and three-dimensional images of "energy efficiency lines", methods of a four-level forecast of minimum and maximum macroindicators) values make it possible to neutralize destructive influence of multidirectional factors on the rate of economic growth. - Experimental testing of methodological principles to solve an energy efficiency problem will make a special Comprehensive program available to be implemented and make possible to define a model of endogenously-directed economic growth. Application of the results: probability to use the results while training specialists, working out new methods, innovation technologies, means of production, goods and services, materials, cultivars, breeds, etc; patents and other titles of protection are possible.
