The purpose of this paper is to develop a conceptual principles, guidelines and practical recommendations on the provision and use of financial resources of the university on the basis of the current situation, the impact of the financial and demographic crisis. The study uses modern economic, sociological, mathematical and statistical methods of analysis. The conceptual and theoretical basis for the provisions of the need to improve the system of organization and financial management of higher education institutions in order to maximize revenue and cost optimization. Methodical approaches to pricing of educational services and practical advice on the calculation of the cost of education. The theoretical and practical recommendations to implement the system of budgeting as a tool to improve the financial management of universities. Practical implementation of the research was the development of the "Methods for the introduction of a system of budgeting in higher education."
