The assessment territorial and time to distribution of quantity of earthquakes on the globe that gave the general basis for formation of conditions of emergence of dangers to normal functioning of natural and technogenic and social system is carried out. On the basis of these data approach to an assessment of influence of tectonic activity of a planet on seismicity of unstable zones which make danger to normal functioning of the territory of Ukraine is presented. It allowed offering system approach to an assessment of risk of danger of functioning of the territory of Ukraine in the conditions of manifestation of seismic danger which leads to considerable social and economic and ecological consequences, and development of offers on algorithm of creation of complex system of the prevention of seismic danger.
