Aim of the work - ascertainment of requirements to the safety regulations during organization and carrying-out the mine-rescue operations in the coal mines. Method of investigations - informational investigations of materials on carrying-out the search-and-rescue operations, theoretical investigations and mine experiments. On the basis of the investigations carried out the normative legal statement "Regulations of the State Paramilitary Mine-rescue Service of the Ukraine on organization and carrying-out the mine-rescue operations (further - Regulations) has been worked out, where the code of rules on organization, succession of carrying-out the mine-rescue operations, management of these operations and the special safety requirements during the life-saving the underground workers and the accident elimination at the enterprises served by the sub-units of the State Para-military Mine-rescue Service of the Ukraine are regulated. In the new Regulations changes of the coal mining technology (mining the deep levels, extraction of long panels, etc.), new scientific-technical developments in the coal field and experience of accident elimination in the last space of time from 10 to 15 years are taken into account. The requirements of the Regulations should be compulsory for fulfilment by commanders and ranks of the of the State Paramilitary Mine-rescue Service of the Ukraine, members of the auxiliary mine-rescue brigades, workers, employees and engineers of the enterprises and organizations that take part in the search-and-rescue operations. The introduction of the Regulations should promote creation of the safe conditions of carrying-out the search-and-rescue operations by the sub-units of the State Paramilitary Mine-rescue Service of the Ukraine at the coal enterprises, acceleration of elimination of accidents and mitigation of damage from them, fulfilment of the requirements of the "Safety regulations in coal mines". The expected assumptions concerning the introduction of the object of the investigation are shortening the number of accidents, times of their elimination and damages stipulated by them.
