The methodology developed utilizes on expert data-based decision support technologies. The methodology envisions hierarchic decomposition of the generalized effectiveness indicator and (group or individual) expert estimation of space projects' impacts on this indicator. Efficiency is calculated using the target-oriented dynamic alternative estimation method. To fulfill the tasks of the scientific and research work automated decision support systems "Solon-3" and "Consensus" were utilized. Results of the scientific and research work can be used during formulation and efficiency evaluation of strategic plans of space activity development.
