The review of modern state of small satellite development is executed. The analysis of their functional possibilities is executed, scheme-technical and structural decisions. It is shown that creation of space vehicles as satellite-devices, the algorithm of functioning of which on the certain interval of time depends on the put task and which can be remotely changed for the performance of other objective, is perspective direction of development of space subjects. Realization of the on-board system of supersmall flight vehicle on the basis of microcontrollers from ARM-kernel can also serve as an initial implementation of this system phase on the basis of technology of FPGA.
