There is a wide range of different processes of communication, including public communication in the political, economic, social, cultural and other spheres of human activity. Communication takes place in the particular structure, that is in the union of communication participants. Essentially different structures demonstrate quite similar system (collective, adjusted, coherent) behavior: agreement - disagreement, compromise and other of attributes of rivalry. In a certain sense we can assume that communication is a condition for social development. The communication mathematical model (as a form of information integration and analysis tool) describes first of all two basic social processes: agreement - disagreement. Therefore the communication process has at least two steady states - stable one and unstable one. There exists not always perceived boundary that can be called the compromise state.
