It was found, that over the past three decades, the Black Sea ecosystems have shifted from the regime of compensative resistant homeostasis, and restructure their structure and functions have led to increased intensity of the biogeochemical cycles of transformation of pollutants in the marine environment in accordance with the principle of Le-Chatelier. The methodology of normalization of anthropogenic impact according to the biogeochemical criterions, which based on the estimation of fluxes of pollutants deposition in bottom sediments of the investigated areas compared with the background, conditionally clean regions, was developed. It was recommended to take the decision about limitation of fluxes of mercury and polychlorinated biphenyls to levels comparable to background fluxes for the Sevastopol bays and areas of the Crimea, having high economic and recreational value.
