The methodical basis of the study is a systematic approach, ie consider the local community as a system that is a set of interrelated elements (geographical, economic, demographic, social, administrative, etc.), their comprehensive analysis and identification of opportunities and threats that exist in the system and in the environment. During a comprehensive study of the development of rural areas used mathematical and statistical methods: correlation, variance and factor analysis, which complement each other, made it possible to determine the significance of individual factors and their groups. The value of the results is to study the theoretical aspects of rural development and nature of its financial support, assessing the current state of rural development and their financial support, diagnostic adequacy of financial flows of local budgets and the development of practical aspects of public policy for rural development and its conceptual foundations and methodological approaches to the evaluation of rural development and its financial support.
