There is offered a new method for the decision of NGN type network structural optimization task on the entered complex indexes of vitality. There are offered the principles to manage by capacity and safety of the complex technical systems (CTS) in real terms for their operating with features in the necessity to determine the rational decision both at the level of structural-functional analysis and at the level of management in the conditions of conceptual uncertainty of account, structure, properties of good, in a priori null information, that will provide reliable estimating of set requirements to basic properties, indexes and operating conditions of CTS in determining the dominant factors which characterize the uncertainty and the risk of abnormal and critical situations. In first there is formalized the general problem of system analysis as a sequence of the systematically coordinated, information-related tasks, taking into account the conditions and factors of abnormal situations, characterized by the entered axiom. In according to the axiom a number of risk situations is not fundamentally a complete group of random events, so the uncertainty to appear any event from the risk situations set is not zero on coming one or more events of this set.
