In this case it is used the covariant parameterization of the electromagnetic current of particle, based on the application of Bargman-Wigner formalism for describing the particles with the arbitrary spin and on the use of Chebyshev polynomials of discrete variable for the determination of the physical electromagnetic form factors, which are electrical and magnetic multipole moments in the reference system of Breit. It is obtained the generalized formula of Rosenbluet- Sacks for the cross section of scattering ultra relativistic electron in the laboratory reference system. This formula is expressed through the physical electromagnetic form factors of nucleus (particle) and through the initial and final polarization characteristics of electron. The analysis of the mechanisms of the smoothing of the rough surface of thin film was carried out. The evolution of roughness was described by the linear stochastic equation, which contains the gradient members of the second and fourth orders. Relaxation term of the second order is explained by the ballistic effects, which lead to the diffusion along the incline. Ballistic effects are sensitive to flow and energy of the ions, which bombard the growing film. Model results are well in agreement with the experimental data.
