Object of research: high-tech economic activities and the system of state regulation of scientific and technological development. Objective of research: to estimate the resource component of technological upgrading and economic opportunities that are crucial to the commercialization stage of technological works in the real production; to develop of methodological recommendations for measuring resource component of high technology; to form the proposals of improving the state economic policy of the development of the domestic high-tech industry. Methods of research: Analysis and synthesis, methods of structural analysis, comparative analysis, methods of economic-mathematical modeling, classification, ordering, graphic, expert evaluations. Results and its novelty: systematized theoretical and methodological approaches to the economic analysis of organizational and economic mechanism of regulation of high technology; proven correlation between the concentration of specialists technologyoriented occupations and spending on them and the scale of production and export of high-tech goods; offered information, statistical and methodological tools measuring personnel component of high-tech manufacturing; defined economic impacts and trends of display critical transformations in the field of knowledge-intensive production. Degree of implementation: on the results of research produced 43 scientific and analytical memos, which was lodged to the government agency and received rave reviews. Relationship to other works: research is a continuation of research topics: "Innovative economic development: model, system of management, public policy", "Development of criteria and mechanisms for innovation and technological modernization of the economy and improve its competitiveness", "Development strategy of Ukraine for the period to 2020". Recommendations for the use of the work: scientific, practical and methodological recommendations could be used for economic analysis of the effectiveness of state regulation of the high-tech sector of the national economy. Application: the economic policy of government regulation and support the development of high-tech manufacturing. The significance of the work and conclusions: the assessment resource component of development and implementation new technologies justify the feasibility of developing and implementing priority measures of state regulation of the formation of domestic high-technology manufacturing.
