A research object is a municipal wastes treatment process; An aim of work is development of the municipal wastes treatment system, optimized in the direction of the state of "zero wastes" achievement as making of sustainable development providing on the basis of creation of nature protection cluster with the specialization related to the decision of waste generation and accumulation problem; A research method is a system analysis, SWOT-analysis, cluster and lateral approach, differentiation of streams. In Ukraine there are only rudiments of municipal wastes management and treatment system. The made analysis of situation in this sphere showed, that volumes of the accumulated wastes in a country are one of factors of environmental and economic crisis in progress. The methods of such wastes treatment do not answer requirements to neither the existing situation, nor requirements of EU legislation, nor requirements of Kyoto protocol. The state of of municipal wastes management and treatment system in the Odessa region does not almost differ from a general, but pre-conditions for collection and reuse of useful components of general wastes stream are created. During the last 5 years on territory of region 73 subjects of entrepreneurial activity are registered, which implement collection, purveyance of separate types of wastes as secondary raw material. Attempts to change a situation by traditional methods and ways are unsuccessful, it is necessary to use so-called "lateral" approach. Ability to give up stereotypes, look at a problem on the other hand, accept an unobvious decision are properties, which are fully deprived logical, and which are in a full degree in lateral mind. Conceptually-theoretical principles of the optimized system forming of municipal solid wastes treatment are developed: expediency substantiation of lateral approach using in optimization of the municipal solid wastes treatment system are made, objective function of the waste influence minimization on municipal environment Concept is determined, efficiency in realization of components differentiation principle of municipal wastes general stream is provided. The results of SRW can be used at creation of municipal solid wastes management and treatment system in the country with the receipt of useful products and achievement of the "zero wastes" state.
