The object of the study is the state investment in Ukraine. The subject of the study is a set of interrelated theoretical, methodological and practical issues relating to public investment in Ukraine. Actuality, the theoretical significance of the research: The theoretical and methodological principles of the impact of public investment programs for socio-economic development were defined; evaluation methodologies for prioritizing and efficiency of investment programs were analysed; modern approaches to assess investment effectiveness were investigated, a study of foreign experience shaping public investment programs, as well as methods to increase their effectiveness, were researched. The investigation deals with the peculiarities of legal regulation of public investment programs in Ukraine and CIS countries (Russia, Kazakhstan); it was formed proposals to improve the legal regulation of public investment programs in Ukraine. The research proposed methodological recommendation for rankings public investment programs to prioritize their funding; if was improved the definition of budget investments as a tool for economic development and implementation of innovative potential of the country; it was improved the risk management of public investment programs in the medium term; the research of the impact of budget investments on innovative development was further conducted, the management of public investment programs improved in the medium term in the context of Section I of the National Action Plan 2013 "Improving public financial management proposals for efficiency evaluation of public investment programs in Ukraine.
