Objective: to identify problematic issues in monitoring and auditing the administration of taxes and fees in Ukraine - the issues that resulted from introduction of the tax on real estate other than land; with an account for the best international practice to develop proposals as to improvement of the procedure of administering the tax on real property other than land. Research methods: analysis, classification, ordering and comparison, dialectic and formal logic, forming analogies. Research outcomes and their originality: - proposals to improve the Personal Property Declaration and Individual Income Tax Forms with an aim to grant qualitative and quantitative analysis of the citizens' income by type of income and structure of PIT revenues and provide convenience for taxpayers and administrator at calculating, declaring and paying taxes on personal income, property tax and land fee; - proposals to develop approaches to collection of the tax on real property other than land, harmonization of tax liabilities and registration procedure of the taxpayers. The measures that are expected to contribute to resolving disagreements, dealing with complaints, settling claims and lawsuits.
