The existing approaches to set the output rates for water were considered. The comparative analysis of sanitary - hygienic and ecological principles of valuation was done and their advantages and disadvantages are discussed. The basic methods of water quality assessment by physico-chemical and biological criterias were examined. It was concluded that the most reliable information about the state of the aquatic ecosystem can be obtained using a set of physical - chemical and biological criteria. An international experience concerning water quality assessment was generalized and proposed to introduce into practice of Agenсy of water resourses comprehensive assessment of the ecological status of the river on the basis of biological, hydromorphological and hydrochemical indices according to modern international methodology. Recommendations for the development of observations network harmonized to the international standards were made.
