The instability caused by nonmonotonic nature of the thermal conductivity. It was shown that instability of the solution of Elenbaas-Heller equation does not depend on the geometrical parameters of a radial cross section and type of boundary conditions on the wall. For the first time on the quantitative level the role of resonance radiation of plasma forming atoms in the problem of deviation from the equilibrium state of the plasma was determined.
