Methods - Analysis of international experience and developing evidence-based proposals for the use of unit mass as the basic unit during the operations of household waste . At the first stage of the research work carried out the study and analysis of international experience in the practical application unit mass as the basic unit when dealing with waste treatment and examined the possibility of establishing standards in Ukraine provision of household waste removal in mass units . The second stage of the research conducted to draft Cabinet of Ministers of Ukraine "On the establishment of a monitoring system of household waste and amending certain Regulations of the Cabinet of Ministers of Ukraine ", explanatory notes and regulatory impact analysis . As an alternative draft resolution of the Cabinet of Ministers of Ukraine "On the establishment of a monitoring system of household waste and amending certain Regulations of the Cabinet of Ministers of Ukraine " a project of the Ministry of Regional Development, Construction, Housing and Utilities "On Approval of guidelines for the use of unit mass as the basic unit during the operation of household waste . " It is shown that almost all European countries determine the amount of household waste in the calculation of payment for the services of household waste removal in mass units . Determining the actual amount of waste is done by equipping containers or specially equipped vehicles weighing devices that allow to know the quantity and composition of waste coming from different sources, not just together , but broken down by different routes of collection, streets and even individual dwellings . In European countries, the implementation of the principle of " polluter pays" principle in practice depends on the availability of information about the amount of waste produced daily source of contamination. Application Ukraine unit mass as the basic unit when dealing with waste management involves the following steps: - Equipment specially equipped vehicles weighing devices that provide the definition of solid waste during their unloading of containers in the box specially equipped vehicle; - Equipment all items of household waste and landfill waste weights. Result of research - a draft Cabinet of Ministers of Ukraine "On the establishment of a monitoring system of household waste and amending certain Regulations of the Cabinet of Ministers of Ukraine".
