Subject of research : methodological and methodical approaches to identify regulatory and legislative participation of legal entities of public law in civil matters . The purpose and objectives of the study . The study is based on the identification of sources of scientific analysis and development , synthesis of law enforcement , domestic and foreign experience disadvantages attached for the first time in the domestic civil law definition of " legal person of public law " and develop on the basis of common complex theoretical approaches to participation of legal entities of public law in civil relations . For the purpose of the study was determined following tasks: - Identify the background and purpose of participating legal entities of public law in private relations; - To determine the legal status of legal persons of public law in private relations and its features ; - Consider the characteristics of legal entities of public law ; - Identify the appropriate legal form of legal entities of public law ; - To investigate the legal status of the property assigned by legal persons of public law; - Identify and analyze the specific participation of legal entities of public law in contractual and non-contractual obligations ; - To develop a model of borrowing EU countries to increase the efficiency of the legal entities of public law ; - To develop proposals to improve legislation on the participation of legal entities of public law in civil relations . Methods: In carrying out the research work conducted desk research , using the following quantitative and qualitative methods of research: formal- logical method was used to determine the legal form of legal entities of public law , as well as considering the possibility of business entities of public law , the method of induction - the dissemination of general provisions of the participation of legal entities of public law in civil relations on the part of certain types of legal entities of public law in civil relations , the method of comparative law - for comparison of current national legislation governing the legal status legal entities of public law and general provisions of the proprietary rights to another's property , with similar provisions of the laws of other states , the method of complex analysis by which investigated the criteria of separation of legal persons in private law legal persons and legal entities of public law , the historical method - the essence of concepts as a legal entity ( a legal entity of public law ), property law , the method of system analysis - when determining the place of legal entities of public law entities in the system of civil law , the method of concrete sociological research - when processing legal practice to identify issues of participation of legal entities of public law in civil relations . Empirical basis of the study was statistics regulatory bodies, legislative and regulatory acts , general and specialist literature , relevant research in the field of civil law, labor law, civil procedure law.
