Research object - Intelligence, Surveillance, Target Acquisition and Reconnaissance System (ISTAR). Research objective - development of propositions of ISTAR Concept draft for the Ukrainian Armed Forces with subsequent creation of Reconnaissance (ISTAR) unit, which will be interoperable and ready to participate in NATO led operations in the frame of the Partnership for Peace program. Research methods - comparative analysis, synthesis, generalization, problem-oriented and chronological method, expert-analytical evaluation, induction and deduction. The Research report examines issues pertaining to development of propositions of ISTAR Concept draft for the Ukrainian Armed Forces. On the ground of studying of worldwide notions concerning ISTAR system the Research report proposes: Conceptual vision of organizations process of intelligence, surveillance, target acquisition and reconnaissance in the Ukrainian Armed Forces; phasing-in of the ISTAR system in the Military Intelligence System of Ukraine; two methods of approaching to create the Ukrainian Reconnaissance (ISTAR) unit which will be ready to participate in NATO led operations in the frame of the Partnership for Peace program; tasks for achieving of interoperability of the Ukrainian Reconnaissance (ISTAR) unit with NATO coalition forces. The scientific research data can be used for development of ISTAR Concept for the Ukrainian Armed Forces. The research of NATO countries experience of creation and use of ISTAR Systems is very urgent for basis of enhancement of the Military Intelligence System of Ukraine, as well as for definition of ways of preparation of the Ukrainian Intelligence for coordination with NATO forces during international military operations.
