The principles of management a capacity and safety of the complex technical systems (CTS) are offered in the conditions of conceptual image uncertainty, structure, properties of good, a priori null information, which will provide reliable estimation of specified requirements for the basic properties, parameters and operating conditions with with prevailing the uncertainties and risk of abnormal and critical situations. In first there is formalized the general problem of system multifactorial risk analysis as sequence of the systematically coordinated, information related tasks taking into account the conditions and factors of abnormal situations, which are characterized by introduced the axiom that the risk situations' set fundamentally is not a complete group of random events, so do not exclude the possibility of implementation of several events from this set , and therefore in principle the probability of several events can be equal to unity simultaneously. The proposed approach of guaranteed security is based on the system management by complex objects and systems and consists in the systemically coordinated estimation and correcting of working capacity and safety parameters in the operation process.
