It is suggested the social psychological model of public opinion that allows to separate it from individual opinion, to identify it as social psychological reality that exists in individual and group dimensions. The conceptual model of public opinion consolidation was developed, its structural and functional indcators, factors, and ways were defined. Charachteristics of the subjects - public opinion beares - determining the consolidation degree, were derived.
