The object of research is global and domestic production of motor fuel. Research methods - axiomatic, theoretical generalization, analysis, synthesis, system analysis, balance, decomposition, comparison, etc. The world experience of motor fuel production and use was investigated and summarized. Assessment of the role and significance of motor fuel in the modern economy and socio-economic development of society was held. Trends of changes in the global and national spheres of oil use were evaluated, form of their mutual, ongoing and expected impacts of these changes for the economies of oil deficit countries, including Ukraine, were determined. High foreign oil dependence of Ukraine and signs of a systemic crisis in the domestic industrial complex for the production of motor fuel was detected. Detailed analysis of energy problems and evaluation of natural fuel and energy potential of Ukraine, taking into account the world experience of similar problems solutions and modern innovative technologies of primary energy conversion, allowed to identify promising areas of structural modernization of the national fuel and energy complex, which is aimed at overcoming of foreign oil dependence of the country by creating a national industrial complex for deep processing of coal into synthetic liquid fuel.
