Aim: analysis of environmental policy, normative and methodological support of the management system of the influence of point sources of pollution on the Ukrainian part of the Black Sea basin, as well as environmental monitoring. Research methods: a comparative analysis, collection and processing of ancet materials, methods of mathematical modeling of hydrodynamic processes. In framework of 1-st phase of scientific work were made: analysis of environmental policy and legal ensuring of Ukraine concerning the regulation of the quality of the water environment of the surface land waters and coastal waters; analysis of environmental monitoring of the surface land waters and coastal waters; analysis of the methodological support of the quality management system of water environment of Ukraine; analysis of international projects of Ukraine; database analysis for point sources and the status of the Black Sea basin. As a result of the implementation of phase 1 of the MPR has prepared general recommendations regarding the improvement of the quality management system of water environment of Ukraine.
