A research object is a municipal waste treatment process An aim of work is development of the municipal waste treatment system, that is optimized at direction of the "zero wastes" state achievement of as constituent of sustainable development providing on the basis of creation a nature protection cluster by the specialization related to the decision of problem of waste generation and accumulation; A research method is a system analysis, SWOT-analysis, cluster and lateral approach, differentiation of streams. There are only rudiments of municipal waste management and treatment system in Ukrane. The analysis of situations in this sector done in this work showed, that volumes of the wastes accumulated in a country are one of factors making progressive environmental and economic crisis. The methods of such wastes treatment do not answer neither to requirements of existing situation, nor to requirements of EU legislation, nor to requirements of Kyoto protocol. The dominant aim of economic policy both of developed and developing countries is increasing of national competitiveness and expansion of national companies fate on internal and world markets, increasing of efficiency of their activity. At the same time a competitiveness management has become more difficult because of exhausting of potential of traditional industrial policy, that caused the development of technological and productive specialization and co-operations within the framework of innovative clusters. Unlike an industrial clusters, organization - generator of knowledge has become his necessary participant in the innovative clusters. An innovative cluster, being the most effective form of high level competitiveness achievement, is the informal association of different organizations (research centers, industrial companies, individual businessmen, state administration, public organizations, institutes of higher education et cetera). An association in an innovative cluster on the basis of vertical integration forms not spontaneous concentration of various technological inventions, but oriented system of a new knowledge, technologies and innovations distribution. Thus forming of proof connections between all participants of cluster is the major condition of effective transformation of inventions in an innovation, and innovations - in competitive edges. The generation of innovations in such cluster comes true at the level of technologies, commodity, marketing and organization of works. The structure of innovative cluster simplifies for his participants access to the financial resources, new knowledge and technologies, to new marketing strategies and information about market state and queries of product consumers. The results of SRW can be used at creation of solid municipal waste management and treatment system with the receipt of useful products and achievement of the "zero waste" state in the country.
