A purpose of study is the theoretical aspects of diagnosis and mathematical description of the atmospheric processes, as a cyclo- and anticyclogenesis and frontal zones; a numerical modeling of blocking structures and baroclinic zones in the atmosphere; quantitative estimation of modern oscillations of regional climate and extreme weather phenomena. A research method is the aerosynoptic analysis, statistical analysis of meteorological data, mathematical modeling. In this study are researched the spatio-temporal features of the evolution of blocking processes in the atmosphere over Europe using indexes of blocking of Leyenas-Oakland and Tibaldi-Montaigne. The alternative European Continental Blocking Index (ECBI), which based on the field of wind, is proposed. The areas of blocking processes at which severe weather conditions appears in Ukraine, are determined. Energy cycle of the block evolution is obtained by simulation of the energy structure of the blocking anticyclones. The frequency and types of height cyclones are determined over Europe. The hydrodynamic parameters of the evolution of cut-off lows in Ukraine in a summer period are obtained. Frontal zones has been modeled in the regional processes of cyclogenesis using various frontal parameters. The frontal criteria are specified and the recommendations for their use in operational practice are developed. The detailed analysis of atmospheric circulation is made in periods with the extreme weather conditions, which were observed in Eastern Europe at present time: winter colds in 2010, the summer droughts in 2007 and 2010, the drought in autumn 2011, the spring snowfalls in 2013. The main climate scenarios are considered and quality of the climate modeling of temperature regime for the territory of Ukraine is estimated.
