Based on the statistical description of the matter as a system of interacting electrons and nuclei and using the linear response theory the opportunity for the existence of the second critical point, which is related to the metal-dielectric transition in the expanding Coulomb system, has been shown. The influence of the electron and ion collisions with neutral molecules on the particle charge and its screening in the weakly ionized plasma has been studied on the basis of the kinetic equation with Bhatnagar-Gross-Krook collision integral.
