The comparative analysis of national and international experiences in the application of the contract system for employment in theatres was done. We have drafted the methodology of evaluation the effectiveness of artistic staff in theatres and suggestions for improvement of the legal framework for accounting, salaries and additional material motivation of artistic and creative staff in theatres of Ukraine. The methods of determining the amount of royalties for the creation of dramatic works with their procurement for budget funds and royalties for the using these works in theatres were developed. We have also drafted Model Regulations on the Arts Council in theatres of Ukraine and formed Database of private ownership theatres in Ukraine.
