Method of the study is the analysis of existing forms and mechanisms of stimulation of technology transfer and science commercialization using information communication technologies, and algorithmization of functioning of multiagent electronic platform. Main results. Based on the conducted analysis, the structural scheme and software for Kharkov Innovation Platform (KIP) using integrated and multifunctional model as an effective informational tool for functioning of the National innovation system is developed and testing version of the platform is created. The model chosen for the Kharkov innovation platform is based on the format of European TP and oriented at creating new market opportunities and demands, mobilization of domestic innovation potential and its orientation at strategic economy development solutions, identification of research priorities for business, creation of conditions for public-private partnerships and, in that way effecting on forming national innovation policy. The algorithms are developed and the concept and principles of functioning of open universal multiagent informational environment are grounded. New architecture for open multiagent systems when agents and services are interacting in real time is identified. Extensive KIP structure includes: - Informational portal with platform content, history of creation and management issues; - Portal with actual information on international and national programs, funds and innovation support projects; - Technology transfer sector; - Ukraine innovation infrastructure resource portal; - Library of innovation documents and materials (legislation, key articles, actual updates); - Distant learning portal; - Blog segment and links to social networks. The algorithms, structure and functioning principles of universal open multiagent informational environment (Intranet sub-platform) are developed aimed at interaction and communication between participants and partners as well as between experts, trainers, and distant courses' trainees. New architecture for open multiagent systems when agents and services are interacting in real time for solving current tasks is identified.
