The relevance of the research is emphasized by the fact that the analysis determines practical ways of ensuring qualitative changes in the system of professional education and vocational training. Those changes are consistent with the trends in development of labor market and the people's needs in lifelong improvement of their educational and professional level. The paper also presents practical recommendations on improvement of the legal mechanism that ensures implementing European standardas in the field of educational servises in Ukraine. Theoretical and methodological basis of the research is philosophical and ideological, general and special legal methods. In particular, the dialectical method, the system analysis, the formal dogmatic, the structural-functional and the prognostic methods were used.
